9th-level transmutation spell
Choose a creature or nonmagical object you can see within range and turn a creature into another creature, a creature into an object, or an object (not worn or carried) into a creature. It lasts for the duration or until the target drops to 0 hit points or dies; if you concentrate for the full hour, it lasts until dispelled. An unwilling creature can make a Wisdom save to avoid it, and shapechangers or creatures at 0 hit points are unaffected. Creature to creature: the new form’s CR can’t exceed the target’s CR (or level); its statistics, including mental scores, are replaced, but it keeps alignment and personality; it uses the new form’s hit points, with excess damage carrying over on reverting; it can’t speak or cast spells unless the form can, and its gear melds in. Object to creature: the creature can be no larger than the object and CR 9 or lower; it is friendly and acts on your turn as you direct, but if the spell becomes permanent you lose control. Creature to object: it transforms with its gear, uses the object’s statistics, and remembers nothing of the time afterward.
